Governing Bodies & Powers That Be

The Luminarium
Deionyche's Guidance
The Luminarium is made up of eight couatl who act as a guiding council for the elders of Asylum.  Their leader is called Luminary Zurkenian, and he acts as the mouthpiece of Deionyche.  Whatever he says is considered the will of Deionyche or the conclusions of the Luminarium together.  The other seven couatl are called Adherents.  Each adherent has wings of a different color and a noticeable attitude towards decision making.  It is unknown how related those two facts are, but those who frequent Asylum's political meetings believe they are.  Further proof is given from the calm and neutral talk of the Luminary who has the whole range of colors from wing base to wing tip.

The Speaker

The Feathered Serpent Unification is made up of a number of races who, historically, are not cooperative.  However, Deionyche believes that cooperation is a paramount virtue and necessity.  Nevertheless, someone must be the voice of those who are making decisions.  Someone must take up the job of stating what is and what will be.  When the public is made aware of something, there must be someone to make an announcement.  Braxus is the current Speaker and representative of the Council.  He was chosen as the oldest of the archeons alive today, as well as for his passion in the future the Unification represents.  The role of Speaker is not explicitly restricted to the archeon elders, but their obvious relation to both "sides" make them the obvious best choice.

Governing Body of the Feathered Serpent Unification
While Asylum is guided by the tenets of Deionyche, as passed on by the Luminarium, there still must be a body of peopel who will decide what does or does not happen.  Braxus the Speaker represents the voice of those decisions, but they are made from a larger group of people from all the races of the Unification.  Elders from each race who have joined the Unification make up the Council.  They represent not only their people but the varied interests of the people of Asylum and the greater FSU.  Without the elders, it cannot be guarantee that each race and their believes will have fair representation in a kingdom devoted to acceptance.

Despite this fact, there is some inequality and bias among the elders.  Archeons hold 3 seats on the Council and try to maintain balance and bring everyone back to the bigger picture in their decisions.  Kala'kai hold an equal number of seats, and while focusing on fair trade and a unified economy they care little about the ancient fight between feathered-folk and scale-kin.  Most other races have only 1 or 2 seats upon the council, creating a general balance overall.  The exception comes with the 5 tellura who hold seats on the council.  This is more than any other race, and part of this is the simple age and experience the race has.  Their predilection for war, zealotry, and stubbornness all cause problems among the council.  The goal of the Council is to create a balanced and compromising decision, but the result is often a simple delay in any real decision making on way or another.

Pachyron Expeditionary Force
An Empire Seeking Its Roots
The Pachyron Expeditionary Force is comprised of a fleet of ships who left their lands, in the name of the Empress, to discover their ancient homelands.  Research has lead 4 ships the continent of Atlazan in search of ancient outposts.  One ship found Asylum, one came ashore somewhere in the southern wilds, another sought the Temtektaggre Empire, and the last searched for the leadership of the Great Avian Alliance.

It may be luck or fate that lead Admiral Fabredale to Asylum.  He is leader of the Expeditionary Force and brings with him the largest collected notes of the Force, as well as the Empress' lead representative and the leaders of archaeological studies.  The continent at large hates beastmen, furred and mammalian beings, but Asylum believes that those who do not worship demon lords can be brought to civilization.  What fate the lesser ships met is yet unknown, but even in Asylum there is prejudice.

The Expeditionary Force represents the future of the FSU.  How the Council reacts and how Asylum helps these civilized though "bestial" people is a representation of the Unifications potential to change the future of Atlazan.

NPCs

Luminary Zurkenian
Couatl Leader, Mouthpiece of Deionyche
The Luminary is a well known, but little talked to, coatl that lives within Asylum.  The only of its kind with rainbow colored wings that you know of.  Claiming to speak on the behalf of Deionyche herself, Zurkenian has been a well loved and intelligent leader, directing the flow of the Feathered Serpent Unification but not controlling it.

Braxus The Speaker
Religious Head, Leader of Asylum
Braxus has been the leader of Asylum since its inception.  Nearing a century of life, it is commonly believed he has a lineage going back to the first archeons.  The Speaker remains calm in every situation and his words are never spent frivolously.

Admiral Lance Fabredale
Captain of the Heaven’s Gambit, Leader of the Pachyron Expeditionary Force
Lance Fabredale, who prefers “Admiral,” is a large elephantine sea captain who stands straight and is almost never found sitting.  Recently his ship came into port seeking the ancient homeland of his people, which he claims to be on Atlazan.  Lucky to find Asylum first, Admiral Fabredale has met with some hostility but not the open hatred of those who would deem he and his people beast men.

Councilor Brogan Deluar
Her Majesty's Record Keeper for the Pachyron Expeditionary Force
Brogan Deluar is the quiet and ever scowling member of the Pachyron Expeditionary Force responsible for tracking not only expenses, but the events that transpire as part of the search for the pachyron homeland.  Each ship sent out has one, but most are convinced Deluar is the most shrewd and unkindly of those who will eventually report to the pachyron Empress.

Blood Company
Adventuring Group
Blood company is, perhaps, the most notorious of groups in Asylum willing to explore the uncharted areas and ruins throughout the Feathered Serpent Unification.  Ruthless and crude, the group is praised in their presence and thanked for what they have done, but words are often unkind behind their backs.  Members include an archeon warlock (Sharinka Bloodfeather), a kobold ranger (Morzu), a magari fighter (Chellas Boghaunt), and a telluran cleric (Yarri Kith’millik).
